‘එෆ්සීඅයිඩී’ නැමැති නීති විරෝධී පොලිස් කොට්ඨාසය යොදා ගනිමින් පසුගිය ආණ්ඩුව රාජ්‍ය සේවකයාට තීන්දු ගෙන, වැඩ කිරීමට නොහැකි භීතිකාවක් නිර්මාණය කළ බවත් එය නවතා, බියෙන් සැකයෙන් තොරව කාර්යක්ෂමව හා ඵලදායීව ජනතාවට සේවය කළ හැකි වාතාවරණයක් අද රාජ්‍ය සේවකයාට නිර්මාණය කර දීමට වත්මන් ආණ්ඩුවට හැකිව ඇති බවත් කර්මාන්ත අමාත්‍ය විමල් වීරවංශ මහතා පවසයි.


අද (22) ‘සෙත්සිරිපාය III අදියර: බහු මහල් කාර්යාල සංකීර්ණය, සෙත්සිරිපාය පරිශ්‍රය’ ට මුල්ගල තැබීමේ උත්සවයේ ප්‍රධාන ආරාධිතයා ලෙස සහභාගි වෙමින් ඒ මහතා මෙසේ පැවසීය.


එහිදී වැඩිදුරටත් අදහස් දැක්වූ වීරවංශ ඇමතිවරයා මෙසේද සඳහන් කළේය.


“මුළුමහත් ලෝකයම කොරෝනා වසංගතයෙන් මිදීමේ අභියෝගයට මුහුණ දී සිටින මොහොතක එම අභියෝගයට ද මුහුණ දෙමින් ඒ හමුවේ දණින් නොවැටී රටේ අභිවෘද්ධිය, ප්‍රගතිය වෙනුවෙන් විශාල වැඩ කොටසක් ඉටු කරලීමට අපේ ආණ්ඩුව සමත්ව සිටිනවා. නාගරික සංවර්ධන අධිකාරිය විසින් මේ දැවැන්ත කාර්යාල සංකීර්ණය ඉදිකිරීමට මූලික පියවර තැබීම මගිනුත් පෙන්නුම් කරන්නේ ‘වසංගතයට අපව පාලනය කළ නොහැකියි’ කියන සත්‍යයයි.


‘3% කට්ටිය හදන මතය’


අපේ රටේ ඇතැම් සමාජ මාධ්‍ය මඟින් මෙවැනි වැඩක් සිදු කළ විට ලැබෙන ප්‍රතිචාරය සුබවාදී එකක් නොවෙයි. පසුගිය සිකුරාදා මමත්, ලොහාන් රත්වත්තේ රාජ්‍ය ඇමතිතුමාත් රත්නපුරයේදී ‘මැණික් කුළුණ’ කියා සරලව හඳුන්වන මහල් 19කින් සමන්විත ජාත්‍යන්තර මැණික් වෙළද මධ්‍යස්ථානයේ මුල් අදියරේ ඉදිකිරීම සඳහා මුල්ගල තැබුවා. එහි පළමු අදියර මාස 18කදී අවසන් වීමටත් නියමිතයි. එය මේ රටේ මැණික් ව්‍යාපාරිකයන්ගේ දීර්ඝකාලීන ඉල්ලීමක් සඵල කිරීමට ගත් පියවරක්. සමාජ මාධ්‍යවල ඉන්න 3% කට්ටිය මතයක් හදනවා ‘මේක මැණික් කුළුණු හදන වේලාවක්ද, මේක මැණික්වලින් තමයි හදන්නේ’ ආදී වශයෙන්. වරාය නගරය හදන අවස්ථාවේදී ‘වරාය නගරය හදන්න ලංකාවේ තියෙන ඔක්කොම කළුගල් කැඩුවත් මදි වෙනවා.’ කියපු කටවල්වලින්ම තමයි මෙවැනි මතයක් හදන්නෙත්.


‘පොදු ජනතාවගේ ජීවිත හා බැඳුණු ආයෝජන’


හොංකොං, තායිලන්තය වැනි රටවල තිබෙන ආකාරයේ ජාත්‍යන්තර මැණික් වෙළෙඳ හා පර්යේෂණ මධ්‍යස්ථානයක් තමයි මේ ඉදිවන්නේ. පිටරටින් පැමිණෙන මැණික් ව්‍යාපාරිකයාට මෙරට මැණික් ව්‍යාපාරිකයා සමඟ සෘජුව මෙම මධ්‍යස්ථානයේ දී ගනුදෙනු කළ හැකියි. එමගින් මෙරටට විදේශ විනිමය ලැබෙනවා, රටේ ආර්ථිකය සවිමත් වෙනවා, රටේ ණය බරට ඔරොත්තු දීමේ හැකියාව වැඩි වෙනවා. මේ සියල්ල පොදු ජනතාවගේ ජීවන තත්ත්වය ඉහළ දමන ඔවුන්ගේ ජීවිත හා බැඳුණු ආයෝජන.


‘ගොඩනැගිල්ලක් ඉදිවීමක් පමණක් නොවෙයි’


මේ ඉදිවන්නේ ගොඩනැඟිල්ලක් පමණක් නොවෙයි. මෙය ඉදිවීමෙන් පසුව එහි සේවයට පැමිණෙන රාජ්‍ය සේවකයාගේ ආකල්ප වෙනස් වන විට, එමගින් මහජනයාට ලැබෙන සේවය කලින්ට වඩා කාර්යක්ෂම හා ඵලදායී වන විට මේ සිදුවන්නේ මේ රටේ සමස්ත ආර්ථිකය හා බැඳුණු කාරණාවක්. ඉතින් මේ සමහරු කියන්නෙ ‘මේ වසංගත කාලයේ අපි අතයි – පයයි හකුළාගෙන ඉන්න ඕනේ’ කියලයි. හෙට දවසේ කියාවි ‘මේ වසංගත අස්සේ කාර්යාල සංකීර්ණ හදන්න ඕනෙද, ඒකද මේ මොහොතේ ප්‍රමුඛතාව?’ කියලා.


‘ආර්ථික අභියෝග ජය ගන්නා සමාජයක්!’


පසුගිය දශක කිහිපය තුළ මහින්ද රාජපක්ෂ මැතිදුන්ගේ සහ ගෝඨාභය රාජපක්ෂ මැතිදුන්ගේ නායකත්වයෙන් මේ රට ජය ගැනීමට අසීරු අභියෝග රැසක් ජයගත් බව ජනතාව දන්නවා. කොටි ත්‍රස්තවාදය පැරදුවා වගේම පසුගිය ආණ්ඩුව කාලේ හිස එසවූ සහරාන්ලාගේ ත්‍රස්තවාදයට යළි හිස එසවීමට බැරි ආකාරයට අද ජාතික ආරක්ෂාව තහවුරු කර තිබෙනවා. ජාතික ආරක්ෂාව සමග සෙල්ලම් කිරීමට කවර දේශපාලනඥයකුට හෝ කවර බලවතෙකුට හෝ බැරි වාතාවරණයක් තමයි අද පවතින්නේ. අද මත්ද්‍රව්‍ය ජාවාරම සහ පාතාලය මැඩ පවත්වමින් කටයුතු කරනවා. අද ජනතාවට බියෙන්, සැකයෙන් තොරව ජීවත් විය හැකි සමාජයක් නිර්මාණය කර දී තිබෙනවා. ඒ වගේම ඒ සමාජය එක තැන පල් වන සමාජයක් නොවී ආර්ථික අභියෝග ජය ගන්නා සමාජයක් බවට පත් කිරීමයි ගෝඨාභය රාජපක්ෂ ජනාධිපතිතුමන්ගේ පරමාර්ථය. අපට අමාත්‍ය තනතුරු ලැබී තිබෙන්නේ ඒ පරමාර්ථය වෙනුවෙන් කාර්යක්ෂමව කැපවීමටයි.


‘එෆ්සීඅයිඩී භීතිකාව’


අද වෙනදා වගේ රාජ්‍ය සේවකයාට බය වෙන්න ඕනේ නැහැ. පසුගිය ආණ්ඩුව කාලයේ තිබුණා ඔබට මතක ඇති ‘එෆ්සීඅයිඩී’ නමැති නීතිවිරෝධී පොලිස් කොට්ඨාසයක්. ඒකට නිතිපතා රාජ්‍ය සේවකයන්, ව්‍යාපාරිකයන් ගෙන්වූවා. මට මතකයි, මම ඉන්ජිනේරු සංස්ථාව සමග උප කොන්ත්‍රාත්තුවක් කළ ව්‍යාපාරිකයෙකු ලවා කොළඹ මහානාම විදුහලේ ඉදිරිපස පිවිසුම් මාර්ගය කාපට් කර දුන්නා. ඒකට ගිය පිරිවැය යෙදුවේ එම පෞද්ගලික ආයතනය මගිනුයි. පසුව ඒ විදුහලේ විදුහල්පතිතුමා මාරු කළා. ඔහුව එෆ්සීඅයිඩීයට කැඳවූවා. ඒ විතරක් නොවෙයි අර කාපට් කර දුන් ආයතනයේ සභාපතිත් එෆ්සීඅයිඩීයට කැඳවූවා. කැඳවලා ඔහුගෙන් අසා තිබුණා මම කීයක් දුන්නාද කියා. මම දුන්නු කීයක්වත් නැහැ. ඒ ආයතනය හරහා උදව්වක් ලෙස කරලා දුන්නා. එෆ්සීඅයිඩීය ඒ මට්ටමට වැටුණා. රාජ්‍ය සේවකයා භීතියට පත් කළා. රාජ්‍ය සේවකයා වැඩ කරන්නෙ නැති, තීරණ නොගන්නා තත්ත්වයට පත් කළා. අද අපේ ආණ්ඩුව ඒ ‘කැත ආදර්ශය’ අනුගමනය කරන්නේ නැහැ.


අද අපි රාජ්‍ය සේවකයාට අභිමානයෙන් යුතුව වැඩ කිරීමේ ඉඩ ප්‍රස්ථාව හදලා දීලා තිබෙනවා. ඒ නිසා රාජ්‍ය සේවකයන්ගේ වගකීම තමයි උපරිම කාර්යක්ෂමව තම සේවය ජනතාවට ලබා දෙන එක. අපේ ආණ්ඩුව රාජ්‍ය සේවකයාට වැඩ කරලා සතුටුවිය හැකි යුගයක් නිර්මාණය කර දී තිබෙනවා. ‘ඒ යුගය ආලෝකවත් කිරීමට අපි කැපවෙමු!’ කියා ආරාධනය කරනවා”


‘සෙත්සිරිපාය අදියර III: බහු මහල් කාර්යාල සංකීර්ණය, සෙත්සිරිපාය පරිශ්‍රය’ ඉදිකිරීම සඳහා මුල්ගල තැබීම සෙත්සිරිපාය පරිශ්‍රයේදී අග්‍රාමාත්‍ය, නාගරික සංවර්ධන හා නිවාස අමාත්‍ය මහින්ද රාජපක්ෂ මැතිතුමාගේ උපදෙස් පරිදි කර්මාන්ත අමාත්‍ය විමල් වීරවංශ මැතිතුමාගේ ප්‍රධානත්වයෙන් සිදු කෙරිණි.


මෙම ව්‍යාපෘතිය නාගරික සංවර්ධන, වෙරළ සංරක්ෂණ, අපද්‍රව්‍ය බැහැරලීම හා ප්‍රජා පවිත්‍රතා රාජ්‍ය අමාත්‍යාංශයේ අධීක්ෂණය යටතේ නාගරික සංවර්ධන අධිකාරිය විසින් ක්‍රියාත්මක කෙරෙන ව්‍යාපෘතියකි. මේ සඳහා වැය කෙරෙන මුදල රුපියල් බිලියන 16.7 කි. වසර තුනහමාරක කාලයක් තුළ මෙහි ඉදිකිරීම් කටයුතු නිමකර රාජ්‍ය ආයතනයන්හි පරිහරණය පිණිස ලබා දීමට නියමිත ය.


මෙම අවස්ථාවට විෂය භාර රාජ්‍ය අමාත්‍ය ආචාර්ය නාලක ගොඩහේවා, රාජ්‍ය අමාත්‍ය සුසිල් ප්‍රේමජයන්ත, නාගරික සංවර්ධන හා නිවාස අමාත්‍යාංශයේ ලේකම් සිරිනිමල් පෙරේරා, නාගරික සංවර්ධන අධිකාරියේ සභාපති හර්ෂාන් ද සිල්වා යන මහත්වරු ද එක්ව සිටියහ.
