1980/82 වකවානුවේ පෞද්ගලීකරණය කරන ලද බලවේග පේෂකර්ම ආයතනවල සේවය කරන ලද වසර දහයකට වඩා අඩු සේවා කාලයක් සහිත සේවකයන් 3332කට මාසික දීමනාවක් ලබා දීමට හැකි වීම මහා පින්කමක් බවත් එවැන්නක් ගෝඨාභය රාජපක්ෂ මැතිතුමන්ගේ සහ මහින්ද රාජපක්ෂ මැතිතුමන්ගේ නායකත්වය සහිත ජනතාවගේ වේදනාව හඳුනන ආණ්ඩුවක් නොතිබුණානම් ඉටු කර දීමට නොහැකි වනු ඇති බවත් කර්මාන්ත අමාත්‍ය විමල් වීරවංශ මහතා පවසයි.






ඊයේ (14) කුරුණෑගල වයඹ පළාත් සභා ශ්‍රවණාගාරයේදී පැවති ඉහත පිරිසට ප්‍රතිලාභ ලබාදීමේ සමාරම්භක උත්සවයට එක්වෙමින් ඒ මහතා මෙසේ පැවසීය.








එහිදී වැඩිදුරටත් අදහස් දැක්වූ වීරවංශ අමාත්‍යවරයා මෙසේ ද සඳහන් කළේය.








” ගෝඨාභය රාජපක්ෂ මැතිතුමන් ජනාධිපති ධුරයට පත්වීමෙන් අනතුරුව මා කර්මාන්ත හා කළමනාකරණ සේවා අමාත්‍ය ධූරය දරන අවධියේ දී මා සොයාගෙන එම අමාත්‍යාංශයට බදාදා මහජන දිනයේ දී පැමිණි බොහෝ වියපත් අම්මලා තමන්ට සිදු වූ මේ අසාධාරණය ගැන කීවා. ඇතැම් අම්මලා මේ අසාධාරණය ගැන කීවේ ඇස් වල කඳුළු පුරවාගෙන. මේ විදිහට බදාදා දින කිහිපයක් ගත වෙද්දී මම අප අමාත්‍යාංශය යටතේ පැවති පේෂකර්ම දෙපාර්තමේන්තුවේ අධ්‍යක්ෂතුමියගෙන් මෙය ගැන විමසා කරුණු දැනගත්තා. එතුමියත් පිළිගත්තා මේ පිරිසට අසාධාරණයක් සිදුව ඇති බව.








‘ අමාත්‍ය මණ්ඩල පත්‍රිකාවක්!’








ඒ අනුව තමයි අපි මීට අවුරුදු 40කට පෙර, පැවති එක්සත් ජාතික පක්ෂ ආණ්ඩුව විසින් පෞද්ගලිකකරණය කරන ලද බලවේග පේෂකර්ම ආයතනවල සේවය කරන ලද සේවා කාලය වසර 10කට වඩා අඩු සේවකයන් සඳහා විශ්‍රාම වැටුපක් ලබාදීම වෙනුවෙන් අමාත්‍ය මණ්ඩල පත්‍රිකාවක් ඉදිරිපත් කරනු ලැබුවේ. ‘


ගියොත් කොළයක් – ආවොත් අලියෙක්’ කියලා තමයි මෙම අමාත්‍ය මණ්ඩල පත්‍රිකාව ඉදිරිපත් කළේ. නමුත් 2020 ජූලි 15 වැනිදා තමුන්නාන්සේලාට ලැබුණේ ‘අලියෙක්’ එදින එම කැබිනට් පත්‍රිකාවට අනුමැතිය ලැබිලා තමුන්නාන්සේලාට ලැබුණු සහනය ‘අලියෙක්’ ලෙසයි මා හඳුන්වන්නේ.








‘ මහා පිංකමක්!’








මෙම කැබිනට් පත්‍රිකාවෙන් සහන ලැබුණු වැඩිම පිරිසක් සිටින්නේ කුරුණෑගල දිස්ත්‍රික්කයේයි. පේෂකර්ම, දේශීය රෙදිපිළි ක්ෂේත්‍රය භාරව සිටින රාජ්‍ය අමාත්‍යතුමන් ද කුරුණෑගලින් බිහිව තිබීම දෛවෝපගත සිදුවීමක්. දයාසිරි ජයසේකර මැතිතුමන් හා මම ද ඉමහත් සතුටට පත්වෙනවා, මෙම මහා පිංකමට දායක වීමට ලැබීම ගැන. මා මෙය සලකන්නේ පිංකමක් ලෙසයි. පින්කම් කියන ඒවායේ ප්‍රතිඵල මේ ආත්මභවයට පමණක් නොවේයි මතු ආත්මභවයන්ටත් බලපානවා.








ගෝඨාභය රාජපක්ෂ මැතිතුමන් සහ මහින්ද රාජපක්ෂ මැතිතුමන් වැනි තමුන්නාන්සේලාගේ වේදනාව හඳුනාගන්න පුළුවන් නායකත්වයක් නොතිබුණානම් අපට මේ දෙය කරන්න ඉඩ ලැබෙන්නේ නැහැ. දයාසිරි ජයසේකර අමාත්‍යතුමා මට පවසා තිබුණා පැවැති ආණ්ඩුව සමයේ තමුන්නාන්සේලාට සාධාරණය ඉටුකරදීමට ගත් වෙහෙස ගැන. නමුත් එවැනි පාලනයක් මගින් අපට සහනයක් ලබාගැනීමට බැහැ. අද මුළු ලෝකය පුරාම කොවිඩ් වසංගතය හේතුවෙන් වික්ෂිප්තභාවයක් ඇති වෙලා තිබෙනවා. අද සාමාන්‍ය ජන ජීවිතය පවත්වාගෙන යන්න වෙලා තියෙන්නේ ව්‍යතිරේකයන් ඇතුළේ. ඒකට කියනවා, ‘නව සාමාන්‍ය තත්ත්වය’ කියලා. නව සාමාන්‍ය තත්ත්වය යටතේ අපට මේ ශාලාව පිරී ඉතිරී යන ආකාරයට මේ උත්සවය පවත්වන්න බැහැ. පරතරයක් සහිතව අසුන් ගන්න වෙලා තිබෙනවා.








‘ ගෝඨාභය රාජපක්ෂයන් කුණාටු මැදින්…’








ගෝඨාභය රාජපක්ෂ මැතිතුමන් බලයට ආවේ ‘සහරාන්ලාගේ කුණාටුව’ ඇති වුණාට පස්සේ. එතුමා බලයට ආවට පස්සේ ‘කොවිඩ් 19 කුණාටුවත්’ හැමුවා. මේ කුණාටු දෙකෙන්ම ඇතිවුණු සෘණාත්මක බලපෑම මැද්දේ තමයි ගෝඨාභය රාජපක්ෂ මැතිතුමාට මේ රටේ පාලන සුක්කානම හසුරුවන්න සිදුව ඇත්තේ. ඒක අභියෝගයක්. ඒ අභියෝගය හරියට ජයගැනීමට නම් ගෝඨාභය රාජපක්ෂ මැතිතුමන් සෑම අතින්ම ශක්තිමත් කරන්න ඕනේ. හැම අතින්ම ශක්තිමත් කිරීම කිව්වට දේශපාලන වශයෙනුත් ශක්තිමත් කිරීම වැදගත්.








‘ ප්‍රධාන දේශපාලන ප්‍රවාහයක – ප්‍රධාන භූමිකාවක්’








දේශපාලන වශයෙන් ශක්තිමත් කිරීම කියන්නේ කුමක්ද? ගෝඨාභය රාජපක්ෂ මැතිතුමන් තමයි කිසිම දේශපාලන පක්ෂයක සාමාජිකයකු නොවන රාජ්‍ය නායකයා. එතුමා කිසිදු දේශපාලන පක්ෂයක ඉහළ තනතුරක් දරන්නේ නැහැ. මේ රටේ රාජ්‍ය නායකත්වයට පත්වූ හැම අයකුම මේ රටේ ප්‍රධාන දේශපාලන ප්‍රවාහයක ප්‍රධාන භූමිකාවක් රඟ දක්වපු අය. ගෝඨාභය රාජපක්ෂ මැතිතුමන් ඒ දේශපාලන භූමිකාව, ප්‍රධාන දේශපාලන ප්‍රවාහයක ප්‍රධාන භූමිකාවක් නොදරන කෙනෙක්. එතුමා වඩා ශක්තිමත් වන්නේ, එතුමාගේ සේවය මේ රටට වැඩියෙන් ලබා ගැනීමට හැකි වන්නේඒ අඩුපාඩුවත් සම්පූර්ණ වුවහොත්. එතුමා අංග සම්පූර්ණ රාජ්‍ය නායකයෙකු වන්නේ ඉහත අඩුපාඩුවත් සම්පූර්ණ කර ගතහොත් තමයි. ඒක අපි එතුමාට තිබෙන ලැදියාවට කියන දෙයක් මිසක් වෙනත් අරමුණකින් කියන දෙයක් නොවෙයි.






අපි විශ්වාස කරනවා ‘එතුමා ඉතාම දුෂ්කර තත්ත්වයක් මැද මේ රට නිවැරදිව පාලනය කරනවා’ කියලා. අපේ රටේ ණය බර ඉතිහාසය තුළ ඉහළම අගයක තිබෙන්නේ. රුපියල අවප්‍රමාණය වීම දරුණු ලෙස සිදුවෙද්දී පිටරටින් ගෙන එන දේවල් පාලනයකට නතුව තිබෙද්දී දේශීය කර්මාන්තවලට, ව්‍යාපාරවලට නැගී සිටීමට ඉඩකඩ සැලසා දෙමින් මේ හැම දෙයක්ම කරන්නේ එතුමා දේශීයත්වයට නැඹුරුවූ ප්‍රතිපත්තිමය පදනමක් තුළ මේ රට පාලනය කරන නිසයි.








‘ දේශපාලන කුණාටුවලට අපි බය නැහැ’








තමුන්නාන්සේලා දන්නවා අපි දේශපාලනයේ දී බොහෝ කුණාටුවලට මුහුණ දුන්නු අය. මම ජනතා විමුක්ති පෙරමුණේ සිටියදී ඉන් එළියට බහින්න සිදුවීම තමයි මුහුණ දුන් ලොකුම කුණාටුව. ඒ කුණාටුවටත් අපි මුහුණ දුන්නා. 2015 ජනවාරි 08 වැනිදායින් පසුව ආපු දේශපාලන කුණාටුවටත් අපි මුහුණ දුන්නා. කුණාටු කියන ඒවා අපිට දේශපාලන ජීවිතේ අලුත් අත්දැකීම් නොවෙයි. සමහර කුණාටු නාවොත් අලුත් ගොඩබිම් සොයා ගන්නවත් ලැබෙන්නේ නැහැ. සමහරවිට වස්කෝ ද ගාමාට අලුත් ගොඩබිම් හමුවෙන්න ඇත්තේත් කුණාටුවලට අහුවෙලයි. ජූලි වර්ජනය එක්තරා ආකාරයක කුණාටුවක්. ඉන් රස්සාව අහිමි වෙලා දිවි නසාගත් අයත් සිටියා. ඒ වගේම ව්‍යාපාර කරලා බොහොම ඉදිරියට ආපු අයත් හිටියා. ඒ නිසා මතක තබාගන්න ‘කුණාටු කියන්නේ සැමවිටම සෘණාත්මක ප්‍රතිඵල ලබා දෙන ඒවා නොවෙයි’ කියලා. ඒවායේ ධනාත්මක ප්‍රතිඵල ගැනීමේ විභවයක් තිබෙනවා. අපි ඕනෑම කුණාටුවක් දෙස බලන්නේ ධනාත්මක ඇහෙන්. ඒ නිසා අපි කුණාටුවලට බයත් නැහැ. කුණාටුවලට අපිව බය කරන්නත් බැහැ.








අපේ කැබිනට් අමාත්‍යාංශයට අයත් රාජ්‍ය අමාත්‍යවරුන් තිදෙනා අද තම රාජ්‍ය අමාත්‍යංශ නිවැරදිව මෙහෙයවනවා. විශේෂයෙන් දයාසිරි ජයසේකර මැතිතුමා මේ රටේ නිමි ඇඳුම් කර්මාන්තය, දේශීය රෙදිපිළි කර්මාන්තය නගා සිටුවීමට පුරෝගාමී වැඩ කොටසක් ඉටු කරනවා. අපි තමුන්ට ලැබුණු තනතුරේ ඇදකුද නොසොයා, තනතුරෙන් බැබලෙන්නේ නැතිව, තනතුර බබලවන්න වැඩ කරන අයයි.








එදා ගෝඨාභය රාජපක්ෂ මැතිතුමා බලයට ගෙන ආ බලවේගය, ඉන් අනතුරුව තුනෙන් දෙකක පාර්ලිමේන්තු බලය ද හදලා දුන්නු ජනතා බලවේගය අපි කෙරෙහි තබන ලද විශ්වාසය, ඔවුන් තුළ වන ගැඹුරු අපේක්ෂාවන් සපල කිරීමට හැම මොහොතකම අවදියෙන් කටයුතු කිරීම හැර අන් කාර්යභාරයක් අපේ උරමත අප පටවාගෙන නැහැ. ඒ ජනතාවගේ අපේක්ෂාවන් දශමයක හෝ අඩුවක් නොමැතිව සඵල කර දීමයි අපේ දේශපාලනය. ඒ වෙනුවෙන් කැප වන බව යළිත් අවධාරණය කරනවා”






මෙම අවස්ථාවට වයඹ පළාත් ආණ්ඩුකාර රාජා කොල්ලුරේ, බතික් අත්යන්ත්‍ර රෙදි, දේශීය ඇඟලුම් නිෂ්පාදන රාජ්‍ය අමාත්‍ය දයාසිරි ජයසේකර යන මහත්වරු ද එක්ව සිටියහ.
